WHO-Backed Digital Mental Health Intervention Scales Up Depression Support in Lebanon

This Elrha case study highlights how the WHO, Lebanon’s Ministry of Public Health, the National Mental Health Programme, and International Medical Corps scaled up Step-by-Step — a digital tool for depression. Proven effective and affordable, the program is now part of Lebanon’s national system and has reached thousands of people.

In Lebanon, where mental health services are often inaccessible especially for Lebanese and Syrian refugees, the World Health Organization along with the National Mental Health Programme at the Ministry of Public Health Lebanon and other partners developed Step-by-Step (SbS), a digital self-help tool for depression.

 

This case study highlights how SbS proved effective, scalable, and cost-efficient in humanitarian settings. Since its launch, over 4,600 people have benefited from the intervention which has now been integrated into Lebanon’s national mental health system. The findings offer valuable insights for policymakers and practitioners aiming to expand digital mental health solutions in low- and middle-income countries.
