Initiative Overview

The Current Gap

Like many urbanised cities, Singapore is a sleep-deprived country with 4 in 10 residents aged 18-74 years not sleeping enough on weekdays, and 1 in 4 not sleeping enough on weekends. Sleep deprivation can impact physical and mental health, leading to higher risk of cardiovascular diseases, diabetes and mental health conditions such as anxiety, dementia and depression.

Despite this, sleep is often deprioritised when individuals are faced with competing demands. There was a gap in accessible, engaging tools to motivate and support residents to work towards achieving the recommended sleep duration and sustaining it as a consistent habit.

HPB’s sleep tracking was a novel and innovative initiative that leveraged technology and behavioural insights to transform the goal of getting sufficient sleep into a measurable and motivating journey, accessible to many Singaporeans. The initiative has driven improvements in sleep duration and demonstrated that population-scale behaviour change is achievable through digital tools. The evolution of the gamified challenge design and progressive inclusion of personalised educational features over time reflects commitment to continuous improvement grounded in real user behaviour.

The initiative has also integrated mental well-being into mainstream health behaviours as part of holistic health offerings on the Healthy 365 app.

Our Solution

To encourage sufficient sleep, HPB rolled out sleep tracking and a gamified Sleep Challenge on the Healthy 365 app. Residents track sleep using fitness trackers, sync to the app and earn ‘Healthpoints’ for meeting sleep duration reward milestones. ‘Healthpoints’ can be redeemed for e-vouchers, providing tangible rewards for healthy behaviour.

By combining sleep tracking, gamification, personalised nudges, educational tips and incentives into an engaging mobile experience, this initiative makes sleep – a crucial but often overlooked aspect of mental health – more accessible and appealing to Singaporeans, fostering sustainable behaviour change at scale.

Key Learnings

Two key challenges shaped the implementation of this initiative. First, many residents were more accustomed to wearing fitness trackers during the day for physical activity, making sleep tracking adoption an uphill task. Second, users with poor sleep baselines found it unrealistic to immediately achieve the recommended 7 hours. These were incorporated into the evolution of the gamified Sleep Challenge’s mechanics: early ad-hoc challenges focused on encouraging sleep tracking, coupled with an educational campaign.

The Sleep Challenge later transitioned to an always-on format with incremental milestone-based rewards, allowing users to progressively work towards 7 hours rather than being expected to get there all at once.
Start by understanding the desired behaviour and systematically addressing the barriers preventing it, which could range from awareness, motivation, or practical obstacles like unfamiliar device usage.

To promote behaviour change, design for incremental progress, as small achievable wins build momentum and sustain engagement. If using micro-incentives, pair this with personalised education to address the “why” behind behaviour change, as people are more likely to act when they understand the value of doing so.

Finally, embed new health behaviours within platforms users already trust and use regularly — leveraging existing ecosystems lowers the barrier to adoption and maximises population-level reach.
Collaboration was central to delivering this initiative at scale. When sleep tracking was a nascent feature in consumer wearables, HPB worked closely with partners to enhance HPB-issued devices with sleep tracking capabilities, ensuring residents had access to the tools needed to participate.

Recognising that more residents were acquiring their own fitness wearables, HPB progressively expanded sleep-tracking compatibility with commercial wearable brands on the Healthy 365 app, reducing barriers to participation and broadening the initiative’s reach.

These collaborations were essential in making the Sleep Challenge accessible to as wide an audience as possible, regardless of the device they owned.

Looking Ahead

Looking ahead, HPB aims to enhance the Healthy 365 app sleep tracking by transforming raw sleep data into richer, personalised insights for users. Building upon existing features that help users monitor how much sleep they are getting, future iterations will help users better understand their own sleep patterns — identifying trends, flagging anomalies, and offering tailored guidance to support meaningful behaviour change.

These enhancements strengthen the value that sleep tracking brings to residents, encouraging more residents to adopt the habit while empowering existing users to take greater ownership of their sleep and make informed behavioural changes.
Areas of potential collaboration include knowledge exchange on the Healthy 365 app sleep tracking development and implementation, and working with sleep specialists whose expertise can inform the development of richer, more meaningful personalised insights for users. Collaboration with wearable technology partners also presents opportunities to unlock deeper sleep metrics and further harness the potential of fitness wearables. Together, these partnerships would strengthen the initiative’s value proposition, empowering users with a more comprehensive understanding of their sleep health and supporting evidence-based guidance to drive lasting behaviour change.

As residents experience how improving their sleep positively affects how they feel and function, HPB aspires to build on this foundation and is exploring additional mental well-being features on the Healthy 365 app, such as mood logging, to progressively help residents recognise the connections between different aspects of their health and take holistic ownership of their mental well-being.
