The 2025 recipient of the Leadership Excellence Award for the Emirate of Dubai is Dr Khulood Alsayegh.

In Dubai, policy and platforms are coming together to expand access to care. At the Dubai Health Authority, Dr Khulood Alsayegh established the Emirate’s first governmental telehealth service, Doctor for Every Citizen, delivering thousands of consultations, including mental health, during the pandemic.

Her focus on workplace wellbeing has driven new research and responsive strategies, while her multisector approach ensures that mental health is integrated into the broader health agenda.

She is also setting global standards for digital innovation, serving as the region’s first certified AI Lead Ethical Assessor and helping shape national regulation of AI in healthcare.
