The 2025 recipient of the Leadership Excellence Award for China is Dr Guan Weili.

In China, vision and collaboration have reshaped the mental health ecosystem, combining technology, talent, and community to deliver help more quickly and effectively. Dr Guan Weili has spearheaded AI-assisted diagnostics, neuromodulation wearables, and culturally adapted digital platforms that make mental health care more precise and accessible.

At Wenzhou Medical University, he built a comprehensive psychiatric talent pipeline and launched innovative platforms for schools, small hospitals, and underserved communities. His work spans both the public and private sectors, from building the national IT system for psychiatric hospitals to creating a 50-million-RMB charity fund that removes financial barriers to care.

For scaling innovation through infrastructure and compassion through collaboration, Dr Guan Weili exemplifies leadership, vision, and meaningful impact in mental health care.
